First of all is the engine OBD0 or OBD1? cuz the P0W ecu is OBD0 so if your engine is OBD1 you need a OBD1 ecu like a P06 or a P28 and you need a OBD0 to OBD1 jumper harness and you can use your stock harness but you have to cut and add some clips cuz they're not the same that is if your engine came with a harness too, cuz the dizzy is different and the ecu wont read it, you need a OBD1 dizzy as well that's why it's not starting cuz the sensors inside the dizzy are different so check into that.

I have a OBD0 PR3 ecu virgin, I am in South Gate, send me a PM if you want to pick it up for $80. Sounds like there is something wrong with your current ECU, who chipped it for you?

Who ever chip your ecu set a two step launch control thats only when you're sitting at a stop light ready to race. Well do you revv it in neutral? cuz that's normal but it's not normal when driving and in gear check for that. And also check your timing.
