Default ECU code 16

(Yes I have arlready searched and havn't found a specific answer.) I have a 93 integra gs. Recently my car has started throwing a code 16. Took out my integra manual and found out that the code was a fuel injection problem. I have narrowed it down to cylinder #3. I took out all the fuel injector harness plugs and all give me an electrical reading except for injector #3. What could be my problem? Could it be the ecu or just a bad ground somewhere?

check for grounds first it will b cheaper to fix than gettin another ecu

Are '93s the same as later ones?? Probably all injectors are supposed to get (+) battery voltage all the time (from the main relay). Check that by measuring to ground, don't measure between the 2 wires in the injector plug. The ECU closes the ground side of the circuit to fire the injector. If the (+) side is OK, then look for an open circuit in that other wire going to the ECU.
