anyone who has one probably won't! but what kinda stock ecu do you have you might be able to chip yours there alot of people on this site that sell already chipped ecu's if you have an obd1 ecu then someone might give you credit for it and knock off some bucks you never know unless you ask?
Personaly, I wouldnt trade for a chipped ecu. From my experience, I have had a skunk2 chipped ecu for my gsr and it made it run super rich, which made the gas mileage go down from 34 mpg to 28 mpg. The vtec cross over was also changed, which is useless if your car only has bolt ons.
Ive run at the track with the chipped ecu and with the stock one and there was not a significant difference when running either ecu.
I dont know all the specifics on that p28 ecu but if it were me, I would stick with the stock one.

yes if you are running an aftermarket intake manifold and have someone to tune it to your motor. if you are not gettin it for any reason but just having a chipped ecu than no.
yeah i agree, i have chipped ecu w/ intake manifold on my DA obd1 to get rid of the secondary butterfly and i also have a p28 w skunk2 chip 4800 vtec and 8800 redline i only take it to 8000 RPM'S though cause my valvetrain is stock and because my vtec pops at 4800 so i shift a little early to make up for an early vtec i can shift like at 7500 and i will still be in vtec in the next gear plus i am also running a cable LS trans.

depending what you have done to your motor and if you can find a tuner to tune your car, then a chipped p28 ecu would be the better/smarter option
