So I am at the Grocery Store yesterday and I open my door and suddenly a huge gust of wind blew the door away from my hand and I herd a huge bang noise. I expected the worst, but it ended up being the "Door Checker". It is what prevents your door from opening too far.
It snapped so now my door will open 90 degrees... looks cool but its not safe.

Has anyone replaced this

Get a hammer and hit from the bottom up and out; it's tapered.

 

Ok and the checker itself, do I remove it by first removing the door skin and then have access to it?

 

Not the door skin, but the interior trim panel (not shown on your diagram), and the vinyl weather sheeting (which appears to be items 14/19 on your diagram).
