Does Anyone Know What This Is Or What It Does?

That looks like a cut off switch of some kind. Maybe try following where the wires run to.
Maybe it's like fuel cut, ignition cut, somthing on those lines.
Maybe it makes you hit mach3. Who knows? Best bet is to just follow the wires, or if you have a volt meter you can check if it hot with the car/ignition off. Check if it's only hot when ignition is on. That will also help eliminate some of the choices.
