Difference in OBD1 and OBD2 clusters?

Default Difference in OBD1 and OBD2 clusters?

When I bought my 98GSr it came with an LS cluster so I changed it out to my bros 94 gsr cluster. Ever since I changed it, the gas gauge wont work at all. Now I remembered that when i changed it over, the 94 cluster only had 3 spots to plug my underdash harness into and I have 4 clips on my underdash harness that plugged into the LS cluster fine. now i dont have the LS cluster anymore and was wondering if the difference between the obd1 and obd2 clusters and if I picked up an obd2 cluster, would that fix my gas gauge problem.

The pinning in the cluster harness is different...
