i had a slim fan on my turbo civic and come to find out after replacing numorous components it turned out to be a bunk *** fan. the wires in the back of the fan motor pull out of their connections internally and the fan isn't able to come on. i would check that out.

Is you apply 12v directly to the fan, does it work then? If it does, then the problem is further down the circuit.

Does the stock fan still turn on if you reinstall it?

Maybe your thermoswitch is bad. That's what tells the fan to turn on at xxx degrees.
