I dont want to jump straight to the impression that my rings are blown...but i know its a possability. Im also still in high school so im on a tight budget. Can you guys help me out here?? any help would be greatly appretiated.

It's pretty rare that you'll have such even numbers that are so low. Usually if you have problems you'll see low compression in like 1 or 2 cylinders, but not all 4 like that. The only thing I can think of is it's out of time like the belt skipped teeth or something so your valves aren't closing all the way.
Are you sure you did the test right? A lot of people don't realize that it need to be at WOT when doing the test, either by flooring the gas pedal or doing it at the throttle body.
Does this car run? If so, do the test when the engine is warm.
If you did the test right, and your timing is right, do a leakdown test to pinpoint the issue.
