Code P0141 Help?

Code P0141 Help?
My 01 integra gsr is throwing a P0141 O2 Sensor heater circuit(Bank 1 Sensor 2)
The shop change the O2 a few times and got a new cat but the code was still coming up?
They said they can try to switch the sensor before the cat to see if thats the problem but its gonna cost like $200?
What should I do?
