Post Code 9!

Got a b18a1 swapped 91 ef sedan. Running rough, idles inconsistent, bogs down when given any throttle. Can't get a Code 9 CYP to go away. New distributor, new ecu. When put timing light on while idling, it looks like its almost 45 degrees advanced, but it still runs. As I move the distributor, it gets closer to about 25 but then kind of dies out like its out of time. I know it should be 16 degrees advanced. Idle seems to be smoothest at like 40 or so degrees advanced, but still bogs down under throttle and everything. Anyone got ideas? What is anything else I could check? This car is driving me nuts.

-Plugs
-Dizzy
-MAF
-Sensor wire continuity thru the harness
-The battery ground strap
-Skipped tooth fixed
-No knocking or ticking sounds when running
