Default CEL / code 67 after installing new cat

Just looking for some additional opinions here.

First, a little history: 1998 Integra GSR. Cold Air Intake, Megan racing cat back exhaust. Everything else was stock. Never had a CEL or problem of any sort.

Last week, I had some customization done at a reputable tuner shop. Skunk2 intake manifold + hondata heat shield gasket, Megan racing exhaust headers, and a used JDM Type R catalytic converter. I had originally intended to install a new Magnaflow/Carsound hi-flow cat, but to make a long story short, they couldn't do it, and gave me the type r cat in exchange for my stock gsr cat and a bit of money.

Everything was fine when I picked up the car, but two days later, the dreaded Check Engine Light appeared (as I took it on the highway and revved into VTEC range just to check out the new power). I pulled the ecu code, 67 - catalyst system.

I called the shop and they told me that the JDM Type R cat has a higher flow than the USDM (does it really?), and that the CEL problem could be fixed by using a o2 sensor simulator. This sounds reasonable enough (I think).

Now this is where I get paranoid. I'm wondering
(1) If they sold me a junk/clogged cat, and if installing this o2sim will cause me to drive around for years without ever knowing it.
(2) If the problem could be something else -- like a bad air/fuel mixture caused by the new manifold or something, which is why catalyst efficiency appears to be down. The exhaust does smell a little different (richer maybe?) and I noticed some black marks around the muffler tip area, but I'm honestly not sure if they were there before. The exhaust itself looks normal on visual inspection though. Again, if I install the o2sim, I'll be driving around like this without ever knowing it. But the ecu isn't throwing any other codes for any other sensors or parts, so maybe it is just the cat and/or the sensor not liking the cat's efficiency.

The car seems okay power-wise. I'm not sure if is slower due to a bad cat, because all the other parts might be generating some power to make up for it. And I haven't driven far enough to know if fuel economy is down.

So I dunno. Am I overlooking anything? Should I get the simulator? Should I take it elsewhere and just get my new and better Magnaflow cat installed like I originally planned? Any thoughts would be welcomed. Thanks guys.
