Car won't start - ECU Error Code

Quick Question - My 93 Integra is not starting now. It turns over, but doesn't fire up. I checked the timing belt, I am looking towards the distributor or the fuel filter. But I need some help.

Will the ECU give me a diagnostics code if the engine light is not on?

Please, if you have any ideas at all, Will the ECU show an error code if the engine light is not on? What could some possible problems be with the car?

I really don't think the ECU will give you much info if the CEL is not flashing. The reason the CEL flashes is because the ECU has sent out a message that something is malfunctioning. So no CEL=no error codes.
