no its called the " lower bumper valence" the 94-97 is 2 piece. i found the top for 60 and the bottom for 104 but those prices dont make sense to me considering the lower piece is so small i dont know why it is more

 

go to a junkyard, or check the market place

you will probably have to buy an entre front bumper though, ive never seen just the bottom piece for sale

 

Would a 98-01 front bumper fit a 96?

 

yes it will fit, you will need the bumper lense brackets and the headlights to go along with it though
