Is your car at operating temp? If you try it shortly after startup you will be stopped by the rev-limiter.

Is the VTEC operating? The low cam lobes tend to self-limit.

cut wires... or not connected in the back of ecu right?? low oil???

Is your CEL on? If so, find out what the code is. Either you can do DIY, which you can find here on the FAQ's. Or if your lazy then you can take it to a mechanic shop.
Then have the CEL diagnosed, and go from there.

When you say it won't rev pass 7k. Does the rpm reach 7k and flicker like it's hitting a rev-limiter?

yes the car is at normal temp..
and the oil is fine as well..
yes the v-tec is set to hit
at 5k...
like i said the ecu is chipped to hit 9k
and yes it will flicker at 7k as if it was the limiter....
it dosent have any codes cuz they are all
bypassed

well then there is only one problem, your chip ECU is messed up. Find a stock one and try it, if it works then your ECU was chipped and not tuned for your car correctly.

ecu wasent chipped yet.
