Break Problem
started hearing a noise coming from the passenger side breaks tonight.. so i decided to pop the wheel off and investigate... turns out that a metal bracket(might be warped) or what ever is rubbing against the rotor... link to pix are below.. is that metal piece needed or would it be safe to take it off?
dont have access to air tools to take off the caliper and fix it... what would be the best ides to fix this???

You need new pads. Just remove the lower 14mm nut right behind the caliper (the one with the dust shield) and swing it upwards. Then insert new pads. Very easy.

have you checked the brake pads? the whole brake assembly looks pretty old, have you consider getting it clean up and put some anti-seize on it.
oh yeah, and you dont need air tools to take off the caliper, just put some *** into take the bolts off. get a torque wrench to put them back on.

You don't need to remove the entire caliper to replace the pads.
