I am not too sure how to fix it, but I know it has to do something with the relays? Could you just replace it?

Anyway, hopefully someone on here can help you out.

Burnt bulb maybe? the owner could have changed the resistor/relay (not sure which one ) on the blinker, it should be a pretty big black box by the fuses under the driver side. Also, he could have taped a piece in the blinker light socket to make them blink faster. Open up the blinkers take the light out and if you see a tape or something blocking one of the metal strips remove it. It could also be L.E.D. lights, those make them blink faster as well.

https://honda-tech.com/zerothread?id=579841 hope that helps it talks about how to keep "hyper blinkers" from blinking fast it should be the same concept. Also, your stock resistor should be about 60 ohms. Turn on your turn signal listen where the click is coming from and follow it under the dash of the driver side it should lead you to a black box remove it and change the resistor might want to take it to radioshack they might be able to help, but like the other guy said check your tail lights you might have L.E.D's or hyper blinkers installed.
