Default Bad Lighting

Ok...so I have the JDM one piece headlights...and I know that they are suppose to have better lighting then USDM ,but my light really sucks...I have tried to adjust them with a screw driver...It did nothing to them at all...I was wondering could my bulbs be bad or something?

you have to turn the screw a ton in order to be able to even see a difference - get a power screwdriver.
