Default A-arm spec's?

I have a buddy that just replaced his A-Arms with some new adjustable ones and he is wondering how tight the bolts need to be at the anchor points where it attaches to the chassis. Right now, they are loose enough to where you can move them up and down easily by hand. He states that you can actually tighten them up enough to where they won't move by hand anymore, but wonders if the cars weight would be enough to move them.
Question is: How tight do those bolts need to be in order to be correct? Are there torque specs for those that anyone can post here?

The anchor bolts that attach the upper A-arms to the shock tower are 47 lb/ft. These are the bolts that go thru the chassis and are tightened in the engine bay.

My bad, you asked where it attaches to the chassis, that's what thru me off. The other end of the anchor bolts where it goes thru the A-arm requires 22 lb/ft.
