yes... do intake/header/exhaust then maybe do underdrive pullies... i did them on my 98 LS and i love them... now i know theres gonna be some idiots who say they don't do anything and they are a waste of money, well maybe so on the v-tec motors, but on the non-vtec they are a good investment IMO.... start there then youll get more ideas along the way

Decide which route you want to go (all motor LS, ls/vtec, swap, turbo, sc, nos, etc.) before you spend money on things you may be throwing away down the road. Also decide how much money you want to spend, how reliable you want your car to be, etc.
There are so many options. I'd suggest searching this site, you'll find a lot of useful information.

Advanced timing and better plugs are good, cheap mods. Replacing the distributor cap (plug wires, maybe) is a good, cheap way to get lost hp back.
You should do these before putting on I/H/E since they would cost you less than $50, then do intake, etc.
