yes... do intake/header/exhaust then maybe do underdrive pullies... i did them on my 98 LS and i love them... now i know theres gonna be some idiots who say they don't do anything and they are a waste of money, well maybe so on the v-tec motors, but on the non-vtec they are a good investment IMO.... start there then youll get more ideas along the way

a body kit will add aerodynamics to the car so it makes your car seem lighter and faster. It will just cut through the air. like whoosh!
bigger rims, because it adds more rubber to propel the car forward for each revolution of the engine. just think, on the stock tires if the engine turns a little bit, the car goes forward, but way bigger rims and tires, like 19s or 20s will put your car further ahead. crazy huh!
a type R dashboard. its way lighter so it makes you faster. just make sure you get the one that says "Type R" on the dash in like 4 places. If its not in all 4 places, its not a real Type R dash.
a big metal spoiler. Those are bad-@SS. It creates the downforce to keep your car planted. Also, if you get it "tuned" just right by like a pro-dyno tuner, then you'll be wicked quick.
Get like a 4" or 5" muffler. The bigger and louder it is, the more power you make. When they change your muffler, make sure you have them replace the muffler bearings. those things rob power when they dont get changed. Its crazy too, cuz the factory and dealerships won't ever warn you about it. Its a conspiracy!
Those makeshift front mount intercoolers on N/A cars are incredible. People will be so afraid to race you, they'll miss a gear, and you'll win. Its all about the intimidation factor.

i have a manual 98ls and my only mods so far are intake and exhaust. start with these, a decent header, and a high flow cat. Once your finished getting these done you'll have many ideas for more hp

Decide which route you want to go (all motor LS, ls/vtec, swap, turbo, sc, nos, etc.) before you spend money on things you may be throwing away down the road. Also decide how much money you want to spend, how reliable you want your car to be, etc.
There are so many options. I'd suggest searching this site, you'll find a lot of useful information.

Advanced timing and better plugs are good, cheap mods. Replacing the distributor cap (plug wires, maybe) is a good, cheap way to get lost hp back.
You should do these before putting on I/H/E since they would cost you less than $50, then do intake, etc.
