I have Goodyear Assurance triple tread on my Jaguar. Excellent tire imo. I had GY Eagle RSA's and spun out on the offramp twice when it was wet. This was with about 9/32nds of tread left too. The assurances can get spendy, but I worked for a Goodyear store, so they were reasonable for me.

look into this tire: http://www.tirerack.com/tires/...ition
from what i've gotten out of our tire section on HT, it's one of the best tires and for just 84 dollars, i think it's pretty cheap.
the goodyear assurance triple tread also got rated #1 for all season tires on tirerack.
the yokohama's that you were talking about also got rated really high. check out: http://www.tirerack.com/tires/tests/testSearch.jsp

Re: What tire is worth of the money? (__oversea)
I've never had a bad experience with any set of tires I've bought
Toyo proxies are great but expensive, and sort of the iPod of tires when you walk into Les Schwab.
This time around I went for the cheaper Kumho Ecsta's and they're great. They grip fine, and do good in sun and rain.
Word of advice, buy online and try and get them mounted/balanced yourself. I literally saved 180$ doing that.

I have the Yoko AVID H4S's on my car and would buy them again in a heartbeat. Probably the best tire I've bought yet.
Also I had Discount Tire price match Tirerack.com's prices so I got the best of both worlds, tires on the cheap and same day installation.
OP what kind of car does your mom drive?

00 honda accord, nothing fancy. i just want her to have safe tires ( we have lots of rain, and somewhat tiny snow/ice).
Bridgestone Potenza RE960AS Pole Position seems tiny bit better than AVID H4S, but i never ordered tires from anywhere else other than website i posted(great service) and i dont wanna pay shipping
and yes, i can mount/balance myself.

Yeah, the Falken 912's are horrible. They are supposed to be all season but they can't even handle rain let alone snow and their dry performance isn't anything to write home about either.
The BF goodridge T/A line of tires were always pretty good for me. I've used both the Traction T/A's and the Touring T/A's with with no complaints for all season use.

Toyo's. Best tire I've run hands down. The only reason I don't run them now is that I got a super great deal on tires for the 96 when I needed them. The first set was a free set of Michelins with 95% tread and the others were Falkiens that I got all 4 for the price of 2 Toyo's. I couldn't pass that up. I plan to put Toyo's on it next. The Chevy is about due for some tires which I'm also planning to go with Toyo's as well as when the 06 needs new tires. I've run several different brands and like the Falkiens 2nd best but the Toyo's are the best I've run.

i drive 25k+ miles every year, and i have zero complaints with them.
i love them and consider them the best tires i've ever used, which is why i've been through so many sets over the last ~8 years.
i once put 63k on a set of V-rated and still had a little more than 3/32s tread on them, and i'm not nice to tires.
they do well in rain & snow for an all-season for me -- i've never spun out or been stuck in the snow, and i once drove from MD to ME in pouring down rain the whole way and never planed at all.
as a footnote, prior to the 512s coming to the market, i had used the 502s...
those weren't so great in rain or snow...

These are going to your best bang-for-the-buck. The Pole-Positions mentioned earlier are very close in performance, not worth the price jump. Toyos are garbage and Les Schwab is wack. Any tire cheaper than the Ecsta ASX, and many that are pricier, are going to perform significantly less well.
If you wanted to spend 2-3 times the cost of the ASX, you could snag some Pzero Nero M+S or Goodyear Eagle all-seasons, again for a very incremental performance gain. But I really doubt that's needed in your personal situation. I have had the Ecsta ASX in 225/45/17 and AST in 205/50/15 and both were the best all-seasons for the money. In fact the ASX have better dry traction than quite a few summer tires.

Also, some people are recommending brands (Toyos) or names (Kumho Ecsta) that apply to a whole bunch of tires. Every brand (and even names like Goodyear Eagle or Bridgestone Potenza) makes a whole lot of different tires - some of which offer very good performance, some of which offer low prices, and basically, some of which are good tires and some of which aren't. So make sure you're looking at specific tires.
For more general information about tires, see the Tire Rack website as well as the FAQ topic stickied at the top of the Wheel and Tire forum.
Now, getting back to your question, about all-season tires. Yes, the Falken Ziex ZE-912, and its ZE-512 predecessor, is not very good; its main attraction is a low purchase price.
Here are some of the very best all-season tires you can buy:
Avon Tech M550 A/S
BFGoodrich g-Force Super Sport A/S
Bridgestone Potenza RE960AS Pole Position
Goodyear Eagle F1 All Season
Kumho Ecsta ASX
Michelin Pilot Sport A/S
Pirelli PZero Nero M&S
Yokohama ADVAN S.4
These are the tires I most frequently recommend to people who are buying all-seasons. (Disclaimer: I do not work in the tire or automotive business.) Among this group, I most frequently recommend the Kumho ASX because it's usually priced significantly less than the others, but all of these are good choices, if you need all-season tires. Of course, you will be limited to which of these is available in the size you need.

I would check the Kuhmo ASX like many have stated. I had that tire on my 00' Civic Si, it was the best bang for buck tire I have ever had. I will be replacing my aging snow tires on my Saab with the ASX next spring.

Re: What tire is worth of the money? (__oversea)
I've had some of the previously mentioned tires:
Kumho ASX
Kumho Ecsta
Bridgestone Potenza RE960 PP
The ASX had great dry traction but I found they liked to follow cracks in the road... it wasn't my alignment b/c I changed to regular Ecstas and it went away.
Out of the three I liked the Bridgestones the best as far as daily use. Great wet weather traction/rode pretty comfy. Also the most expensive though.
I always get my tires from discounttiredirect, I wait for a special usually.

Tire Rack charges extra for shipping but does not charge sales tax in most states. You still have to pay for mounting/balancing locally.
Discount Tire Direct offers free shipping and does not charge sales tax in most states. You still have to pay for mounting/balancing locally. Their prices are usually higher than Tire Rack but they're usually pretty close after you adjust for shipping, which typically costs $10-14 per tire at the Tire Rack.
Local dealers charge sales tax but do not charge shipping. They may or may not charge for mounting/balancing. They may or may not be able to match the same bottom line as the discount internet dealers charge.
America's Tire and Discount Tire are local retail dealers; they are the same company as Discount Tire Direct, their mail-order division.
