Well, if we're to assume that you have a '98 Civic EX, the 16x8's will need either some rolled fenders/quarter panels or some negative camber to fit properly sized tires. The 16x7's will fit much more simply.

You won't need any spacer for either wheel width. But, 205/45/16's are rated for 6.5" to 7.5" wide wheels. So, the 8's are a bit much for the tire you're looking to run.

It's not lowered (yet), but my '97 EK sedan is running 16x7 Enkei RPF1s with a 42 offset (and 205/45-16 tires). At stock height, they're just about flush with the fender edges. Not sure if that helps with your decision.

205/40 are recommended for 16x8 as per tire rack; you can also use 215/45. I used 205/45 re01r on 16x8 +33 wheels as I prefer 45 over 40 and had no issues. You will not need roll/pull/negative camber unless you want to tuck tires/wheels.

I wouldn't worry about 16x8 +33 se37ks so much as it will be a challenge in itself to find those wheels in that spec. 16x7 +33/+38/+42 will also fit nicely.

Also, just say no to skunk2. Konis are leaps and bounds better; almost anything is compared to that junk.
