start off with soap, water, elbow grease. If that doesn't work you can try using harsher chemicals but they might ruin the finish. Brake dust should not be hard to remove.
Yes, white wheels are going to be hard to keep clean.....that's common sense. What you can try to do is after you clean them spotlessly is waxing your rims with special wheel wax. You can get it but just don't ask me where. Another possible solution would be look into getting 'low dust' pads.

Get some poorboys wheel sealant
I use this stuff on my wheels, doesnt keep the brake dust of them neccasarily but it does make cleaning them a whole lot easier.

what i was always told is that when you get new wheels to polish them with like carnuba wax about three times per wheel to make it easier to clean...it helps to fill in the pores of the paint or powder coating to make it easier to clean.

If your rims are waxed this might strip it, but....
Simple green + quick wipe with a sponge + spray off with hose = very fast clean
