I thought the earliest models here in the US were 1997... and 1996 in Japan. Is there a market that made them in 1995 ?

Production began in Oct of 1995. Honda produced over 1,000 units in 1995 however they’re still referred to as “96 Spec”.

Correct, 97 is the first year for USDM as well as CDM.

You're wrong buddy. It is a JDM market 96 ITR with a production year of 1995. Very very rare and the pinnacle of an R collection.

The closest Ill ever get is my 93 production year DB7 RS. #000148

It is consistent with Auto Manufacturing to create a model and year of vehicle beginning in the last few months of the previous calendar year. In this case, a 1996 JDM ITR manufactured in the last few months of 1995 is NOT a 1995 ITR... it is an "Early" 1996. The VIN will still be coded as a 1996. So the confusion in the thread is simply semantics. So if the OP wants to find an early 1996 JDM ITR that was manufactured in 1995, that should be clarified so that others can help.

JDM market deals with someone importing this model and now has decided to sell it, which is not going to really happen. If you find a 97 usdm, consider yourself extremely lucky.
