Default Still strong vibration at idle after tune (edit 8/11)

(edit update 8/11)
H22A in a 1996 Accord. Used to be poorly tuned on Crome, now tuned on a S100 by Pure Tuning in Toledo, OH.

Ever since I got the car it's shaken/vibrated at idle, like a V8 with a lumpy cam. This vibration goes away as rpms increase, disappearing in the seat at 2000rpm, though there remains some vibration in the steering wheel. I've chased it for the last several months, replacing two torn engine mounts and double checking that the balance shafts are in alignment. Most recently, I had the car tuned, which fixed my mid-rpm throttle hesitation issues.

But the vibration is still as prominent as ever. The trans mount is fully intact and the rear engine mount, though slightly torn on the surface of the rubber bell, still feels very robust. (Can post a photo if requested) I did modify a 96 prelude driver's side mount to fit, and the engine has to be pulled forward a bit to slot the bolt through the sleeve in the bell of the mount, meaning the mount is torqued a little and one of the rubber wings is touching the back flange of the bracket, but it seems that wouldn't cause vibrations this bad.

I'm at my wits end with this. The tuner at Pure thought either I had an aggressive set of cams or the balance shafts were removed. Well, balance shafts are aligned and given that the car dynoed at 185whp through a tired P2A5, I highly doubt the cams idea. Though, if my syncros are that bad then maybe my bearings are as well? That and the static compression is 160-168psi. It lends creedance to the cams theory, but the wiring was not executed very cleanly, and I doubt that someone would dump a grand into new cams rather than put the proper transmission into the car or have a proper harness made.

I'm looking for ideas more than anything else. I'm going a little nuts over this and its my DD, I want to drive a car, not a mobile massage chair!

Thank you for the time.

[edit]: Tried idling the car with the balance shaft belt removed and the vibration was if anything stronger, but of the same frequency, so its not the balance shafts.
