Default ls/vtec is smoking hella bad and dont know why, oil in plugs, new rings maybe?

I did an ls/vtec with jdm b16 pistons. I got new Nippon rings and all new gaskets. When I started it up it started to burn allot of oil and smoke. I took of the spark plug wires and there was oil on them(on the bottm). I than did a compression test all have compression except one. The cylinder closest to the distributor. Some people say its smoking and the reason it is because there is a little bit of oil getting into the cylinders because the rings are not yet broke in. and the reason for the no compression in the one cylinder is from a bent valve not sitting right so its all going out the exhaust port. Do you think I would just need a valve job or new valves?

for one you need new valves and maybe valve guide/s

another, you have to break in the engine when you install new rings
did you hone the cylinders whe installing thew rings? how are you breaking it in?
why are you building the bottom end when you have a messed up head? why are you driving around with a messed up head? how did you get a bent valve in the first place?

info please
also what head are you running

I did hone the cylinders when installing the rings. I did not know the head was jacked. I just bought it and put it on. That’s how I found that out. I have not yet got to drive it to break in the rings due to the valve being jacked up. I guess the person who sold me the head knew it was jacked and that’s why he got rid of it

First off, define "jacked." Your compression issue could just be a need of a valve adjustment rather than a bent valve. And you can break in the engine without going anywhere if you want.

Well by being jacked I mean the reason the one cylinder has not compression. It also has a mean tapping noise. Me and some friends think its the exhaust valve is not sitting right or not closing all the way so its letting the air out. And do you think the reason its smoking by burning the oil is because the rings are not yet broken in? The oil is on the bottom of all the spark plugs.
