Default B16a swapped EF, high idle/Idle surging (port inside throttle body sucking)

First of all ive been searching for days, I've tried everything i can think of.

I Swapped a OBD1 jdm B16 i got from hmotors into my 1991 civic.
Before the swap I installed a skunk2 intake manifold.

It starts right up, and runs and dosn't throw any CEL's.
But it idles around 1500 and will slowly drop the idle to about 1200ish then idle back up.
This even proceeds when the car is fully warmed up.

There is a port on the left side on the inside of the throttle body thats sucking air HARD (only one port on inside)
Not equipped with FITV.

Don't get what could be going on here.
If anybody can help me and give me some insight that would be great.

THINGS I HAVE TRIED:
Bled coolant system.
Swapped out IACV for a known good one.
Recently did a fuel pump.
Brand new fpr.

OBSERVATIONS:
When I unplug the IACV the car dies.

should start the car when IACV unpluged and make sure base idle is good. need to reset pcm after reseting base idle. make sure you know what base idle should be before even trying to guess. my b18c was in the 500s i think. then reset pcm, plug IACV back and see if that was the problem. I dont recomend turning the Idle screw unless base idle is off.

Check for leaks around your intake manifold. With the intake piping off cover the throttle body with your hand the motor should shut off, if not you have a vacume leak. If no leaks set your base idle like above said.

this happened to my b16a when a valve cover gasket fell off when i put it back on the moment i replaced the missing gasket it fixed the problem. wasnt throwing a code either. just surgin while idling

check that all sensors are connected you might need to do a reset on all sensors disconnect ecu and sensors for a few mins then plug back in..

maybe the throttle plate adjusting screw needs to be adjusted

I fitted a sk2 inlet with a dc2 t/b to my b16a1 and the gasket I used wasnt sealing right due to the size of the opening on the sk2 intake, this gave me all the issues you mentioned above.... I cut my own gasket and swapped it and it solved the problems.

I had to adjust my idle screw also...
