If you say they 100% fit, and the spring rates are what you want, why don't you just crack on with it? Why do you need to wait for someone to chime in to give you the OK on it? I doubt anyone is going to put their hand up, because it's just not something that is done.
I can't believe that you current suspension cannot handle the weight of a B series. It's not exactly a whacking great V8.

A side view would be better, but to me that height looks perfectly fine, and I usually rock standard height suspension! I guess the problem is they are bottoming out at that height though, correct?
You should be able to phone up any spring manufacturer (swift, eibach, hyperco etc) and get them to make up a pair of front coils with the rates you need, coilovers, be they decent or junk, generally all use fairly standard springs, they'll be about 2.5" diameter and about 6" long.
You don't need to buy accord parts, it's simply not necessary, just get a pair of coils and use the height adjustment on your current perches to set the height to where you want it.
