cut springs does not = good suspension. cheap ebay coilovers are better than cutting your springs. i had a 91 crx si and my brother has a ef hatch. how are your wheel bearings?

the bumpy feeling is probably the cut springs. cutting them weakens the metal so it can't take the same load it used to.
the shaking could be anything, has your car been aligned recently?
