Default No top end please help

This is my first post and thanks for all your comments in advance
Car is a 99 accord sohc vtec 4 cylinder my problem is when I'm driving all gears shift good but *** soon as I floor it I hear the engine working hard rpm's jump only to about 4,000 and the car doesn't want to go anywhere feel no power or pull or anything. Transmission used to slip a lot in first and second and it would take along time to pick up speed so I took it in to Trans shop he said it's going bad took it to another he said same thing so had it rebuilt no more slipping picks up normal but I still have no power or passing gear when I get on it I swear if I had to really move out of the way of something I'd be out of luck please someone tell me they know what's wrong thanks again

Check oil level, VTEC will not engage if the oil is low.
Check the VTEC solenoid wiring is fine, check that there are no oil leaks around the VTEC solenoid. And check for any stored codes.
