Default Need help. Is it possible to change Odometer mileage amount on a 2001 Civic EX?

So I'm looking for a new car to buy, a 2001-2005 civic to be exact, and I come across this listing on craigslist Sacramento. The guy is charging $7250.00 for a Clean title Honda Civic EX with 60,027 miles. There's only one problem with the car, from what it looks like. And I quote,

"The milage on the vehicle is not actual, for unknown reasons, but the the inside and out side of the car looks like it has no more then about 40k miles. I think maybe someone might have changed the odometer before so it changed the milage."

I'm wondering, if this guy is the first owner of the car, how could he possibly not know the exact mileage of the car, and assume someone else changed it (if he really is the first owner that is)? Besides this problem, everything else looks legit and good imo, but I don't want to take a risk if I shouldn't. On a side note, I also haven't seen this car in person.

So my question is, what do you guys think of the car? And also, is it actually possible to change the digital Odometer reading on a 2001 Honda Civic EX? Any help would be greatly appreciated.

Oh btw, here's the listing on craigslist:

The only way to do it would to be to go into the ECU itself, and reprogram it... and I would assume Honda would have put some sort of protection against that type of thing in their programming of the ECU.

I would say keep looking personally.

carfax it. it is possible to change the odometer. I don't know how it works, but most honda dealers won't do it because they don't know how. at least not in my area. There are speedo shops that specialize in gauge calibration and milage changes. My cluster is off by about 6k miles when i did a swap. I was quoted $200 to correct the issue.

Well thanks for the help guys. I finally talked to him and apparently, the car is a reposessed one. He said that the mileage is unknown and there's "about"100,000 miles on it. When i asked him how he knew this, he said it was an estimate. haha I could have sworn he also said he changed the cluster, but I couldn't really understand him because of his stuttering on the phone. He said the paperwork would say 60,000 miles and that it would state that this is an unknown amount. But for 7250, i don't think it's worth it if it could possibly have more than 100,000 miles on it. Plus it's a reposession so I'm cool. He said he got it from one of those reposession auctions. Thanks for the help again.
