Triple check these two items:
1) Hood fuse 31 and dash fuse 24. One may be blown. Test for voltage to body ground at both top test tabs of the installed fuses.
2) Clean and tighten the G101 ground wire attached to the thermostat housing.

There are fuse box diagrams in the FAQs sticky that will help him locate both fuses. Many people can't find fuse 24 because it's set off from the others.

Does he know where fuse 31 and 24 are? Those are the specific ones he must test. Fuse 31 can be tested with the key off, but fuse 24 must be tested with the key in ON(II). There's no reason to consider anything else until it is absolutely clear that both of those fuses are good.
If the ignition switch were bad, the dash warning lights like the CEL would not turn on when the key is in ON(II).

Unplug the main relay and check whether voltage from those two fuses reaches terminals 1 and 5 of the main relay connector.
If he uses a jumper wire to short terminal 1 or 5 to terminal 7, does the fuel pump run?

Re: 93 civic 1.5 NO SPARK NO FUEL
check and make sure you here the three clicks of the main relay.
also listen for the fuel pump prime in the back seat when you turn the key.
as for no spark test the ignition coil and Ignition Module. Your Better Off taking it to autozone They can test them there Good Luck
