OK, I finally figured it out. The trick is to push the driver's side inner tie rod end all the way into the rack. Once I did that the rack came out like S**t out of a goose.

Yep, the rack is floating free, not attached to anything. The short steering shaft with the spines on it won't clear the hole in the fire wall by about half an inch.

I love that idea but I don't think it'd work because the head would hang up on the dowel pins, unless I can undo the bracket under the manifold and can lift the head enough to clear the pins.
