You haven't mentioned anything else done to the car, but you should start with the suspension and brakes before you start adding power.

D series motors don't have much to offer in performance...

That should be okay. Stock exhausts are generally more restrictive, but that is certainly better than what is on there now.

I didn't mind the engine, it didn't feel underpowered at all. It's no Si but I'd hardly call it that.

It had enough to chirp the tires from first to second gear.

Non-vtec civics often have clearance issues with the stock airbox.

Sounds like the caliper piston has seized.
Change the caliper, and check the brake hose which connects to the caliper to make sure fluid is getting through.

A new(used) motor is your best bet, That motor sounds like it has seen it's last day.
Civic engines are dirty cheap if you know where to look. Just be sure to check the compression/leakdown test on...

Plastidip is great stuff. My buddy did the same thing with his s2k wheels. Great way to keep your wheels protected from nics and scratches.

They make a ton of different colors now too.
