ok i found it. when i grounded it, the engine idle increased but the compressor did not kick on. i tested the voltage to ground and got 4.5v

Yes, the fan comes on but no compressor. Everything works as it should except the ground for the ac clutch relay. If I jump it to ground the AC works great. I don't mind having a toggle switch...

I changed the injectors out with some that has less miles on them. Actually the tips were slightly different (96 vs 99) but they went in and worked fine. Absolutly no difference in my hesitation...
