I disconnected the IACV and started the engine. It ran rough with rpms doing quick short up and down cycles around 1200.

This problem sounds familiar...next time, check the gas cap. If you hear a sucking/whoosing sound when you twist it open, then it maybe the problem. I seem to recall that replacing the gas cap...
