Replaced AC Belt now screeching noice 1998 4cyl

The belt is not too loose and not to tight. It never made that noise with the old belt. The old belt broke off. So I don't understand why it's making that noise all the time (AC off). Please help or...

Accessing the cigarette lighter wiring

My cigarette lighter never worked since I got the car. The radio and everything else works fine. I think it might be the wiring. What do I have to do to get to the wiring? This is a 98 accord sedan...
