I'd be worried that those fat welds would make the thin fork material brittle....hence solving nothing. I bet you'll still get a crack on either side of the oval punchout and it'll work till it...

Chicago recieves a few good snows a year, but most of the time you're on dry plowed pavement in the 20's. There is no reason you should be trading so much performance on dry roads for the few snows...
