Im looking to join NASA and finally start road racing. I had a couple questions about it.

How much does the average track day cost?
Do you start as HPDE 1 and move up in rank?
What car regulations are there? Is it determined by track?

an average day is about 150-200 a day depending on track.
yes, you'll start i hpde1 and work your way up.
only other regulations are things like track specific rules on convertibles and maybe sound restrictions. other than that, go out there and have fun!

Make sure you car is mechanically sound, battery PROPERLY SECURED, wheel bearings in good shape and good pads on the car. Check and see what the helmet requirements are, get one and then register for the event of your choice. Decide which is going to be the best track for your first event, preferably nothing too fast or notorious for eating cars. Treat the event as a learning experience and have fun. Go find and talk to the Honda Challenge drivers and ask them a lot of questions, they'll help you figure out what direction you want to take your activities in motorsport.

I got my start through their worker program - work 2 weekends, drive 1 for free. Not only do you get to see whats going on behind the scenes (so you know what not to do the first time you drive), but its also helpful to sit there and watch other peoples lines - who is fast, and who is doing it wrong.

if youve never been on track before,it will be an eye opener.

make sure to ask around with the racers about things you need to do to your car, like oil and tire pressures. these will make a difference. most people are more than willing to help a guy like you.

Arrive ready and motivated to drive - look over the track and have an idea (very loose is fine) of the corners. Your instructor probably won't baby sit you. Ask in advance if there are any counter-intuitive spots or tricks to help you navigate.

I am a pure HPDE product,started in group 1 with my street car wearing a helmet and neck donut, and now I cant belive I am a racer.The ladder takes time and determination,not to mention cash, but the reward is fun.

In our region I heard they now have 1 day HPDEs which is new and great for low budget guys.I like the corner worker idea too.
