i would guess his response would be, if the ccr allows movement of weight and/or ballast, then work the weight out first, then worry about the "stiffness" of either end.

Absolutely. Lower CoG as much as possible and move it back for a FWD car. Lower moments of inertia too. Then tune. Of course you don't want to compromise the suspension geometry too much by lowering the CoG via the suspension.

And then add some driving style;-)

This is what I remember taking away from a video that was posted here awhile back over Honda's type-R program, especially the Integra R. They said they had distributed the weight in the optimal way and tuned the suspension to fit so it wouldnt necessarily mean better performance pulling out interior parts or stiffening the suspension.

Though if lighter is better, as you said before, perhaps there are still benefits to better weight distribution when an actual person is behind the wheel? I remember someone doing tests in Forza between cars that can be swapped from AWD to RWD and he found that although the RWD versions were a few tenths faster than with AWD the AWD was easier to drive at its limit. Yes I know Forza isn't the best of examples.... My point is just that when a person is actually in the seat maybe its easier to bang out consistent fast laps in a well distributed "heavy" car than a stripped out stiff car not as well distributed.
