Your best bet is a dual pass radiator with a quality core, proper ducting and adding an oil cooler. The Scirocco radiator is dual pass, but knowing how tight a 4th gen civic engine bay is with a turbo setup I doubt it'll fit and allow you to run a fan. Scirocco radiators are 12.5" minimum in height and that can't really be tucked under the hood latch. There is only about 11-11.5" to work with under there without cutting or removing things.
These companies offer good tucked radiators that should do what you need:
Rywire Custom Tucked Radiators (3.5" thick CSF core)
Chase Bays 11" Tucked Aluminum Radiator - Chase Bays (3" thick PRC core)
If you decide to go with a Scirocco radiator and are able to get it to fit I would like to see pics. I looked into it myself, but couldn't figure out a way to make it work. I would still recommend an getting a dual core from a reputable brand.

I run a dual core C&R half size radiator in my CRX with a boosted ZC dual cam. Also use a Setrab oil cooler without thermostatic control.
Only recently have I run into cooling problems with the Half sized radiator (its about 11yrs old now). The rywire piece is REALLY nice, but expensive. When I replace this C&R radiator I will likely be going to a full size (probably go-autoworks) and mounting the oil cooler in front of the radiator.

In our time attack car we run a full size CSF Integra Radiator and it works great.
I put together a blog post last year regarding this upgrade:

We also run sprint races with our car and it's more then enough for keeping up with our cooling needs. It's nice that the radiator is an off the shelf item, so it's really easy to replace in a bind if you need to, plus the CSF stuff is really amazing quality. We've been really happy with it so far.
