Depending where u got your hood from,
1 of 2 things is happening.
Either the top coat that the manufactuer put on dose not contain UV protectant and that is clouding up...
OR...the resin is discoloring due to UV damage.
Best bet is to have a bodyshop block the hood and re-clear it.

it would be much cheaper to have a body shop wetsand and re-clear your hood, u might try buffing it first though
