yes you can, but it's not going to adhere well. Paint is designed to stick to primer. The extra step of primer is well worth the effort. If you choose to paint right over the clear, then just make sure that you prep it correctly. sanding or scuffing before painting.

You can paint over clear, just scuff it up with a scotch pad. This will give your new paint something to bite into so its less likely to flake off.
I would only do this on a good oem finish. (If your painting over a car that has two or three paint jobs on it already then even scuffing the clear wont prevent the paint from eventually cracking and flaking off. Too many layers of paint will make the paint want to crack and fall off. This coming from my autobody instructor who's painted cars since he was a teen)

yes you can paint over top of clear, only thing you have to worry about is the original color bleeding through into the new base. just make sure you do propper sanding, personally i dont feel comfortable with just a scotch pad, we wet sanded my car with 400 grit prior to spraying over the clear. Just make sure you don't remove the clear.
