Bad Ballast Causing Running Lights to Not Turn On?

Bad Ballast Causing Running Lights to Not Turn On?
So here's the story:
I have the JDM integra HID headlights. The right side low-beam (DS2) recently went out. It would flicker on then turn off. Thinking the bulb must've gone out, I ordered replacement bulbs (DS2). In the meantime, my tailights went out as well, but only the running/parking lights.
The brake, reverse, turn signal lights all work when activated, it's just that when I flip my lights on, the running lights don't turn on at all. I checked all the bulbs, and I found the right rear city light (168) went out, so I replaced that. The new bulb changed nothing however.
NOTE: that the city lights in the headlights also stopped working (168) when they should always turn on, AND there are no blown fuses.
Having received my DS2 bulbs in the mail, I then replaced both the left and right low-beams. I was hoping that would solve the problem, but of course, it's the same thing all over again. The right side low-beam flickers on then turns off. EFFIN ****.
I then swapped the left and right headlights to test the wiring, and the left headlight works fine when plugged into the right-side (passenger side) wiring. This leads me to believe the passenger side ballast is bad.
Having come to that conclusion, would a bad ballast cause the running lights to not turn on (taillights) as well as the city lights (front and rear)? It just seems odd this would be the case when there are no blown fuses...

I'll take a stab at this...
Did you put the passenger side ballast into the drivers side? If you did and the results are the same then obviously the ballast is bad. I gather that since you put the drives side into the passenger side and it worked fine you didn't have any issues with the pins of your connectors being bent and therefore making lame *** contact.
The DRL's shouldn't be impacted by your low beam HID's. If your shorting something out then you'd pop a fuse and not short out the DRL's. You are saying that when you put your HID's on your DRL's go out and then come back on when you turn em off?
Did you do the install yourself? If not, is it warranty? Also, did the system ever work as it should, totally?
I tend to agree that the ballast may be bad. If it's warranty I'd get it changed right away before you mess around with much else.
Also, I can't see how the ballast issue would cause the DRL issue. Perhaps I'm missing something but they are separate ckts unless something is miswired (?). What's your thought. I must be missing something .

actually it's the OEM JDM integra HIDs (so no warranty naturally)... and it's fixed!
yea i was confused as to why the city/running lights wouldn't come on. I had checked the fuses and they looked good. yet, because i had the bad ballast as well, i was sort of at a loss as to why both were occuring. long story short, had a mechanic recheck the fuses, and found a blown fuse (#31)! thank god because i was frustrated as hell. fixin the fuse fixed the city/running lights and for whatever reason the passenger side low-beam works again.
i suppose that passenger side ballast is still bad and i wouldn't be surprised if that goes out again. oh well, at least i can drive at night again!
