don't EVER buy a ruckus new lol. first mod you do voids the warranty. Buy used for sure.
a ruckus is less than 50cc so you don't need a license. Just a drivers license plate registration and insurance.

My 1st Ninja 250 was purchased at $450, my second Ninja purchased at $850, both purchased in the winter months though.. Both had sat in/outdoors for a while, but those bikes are easy to work on, didn't take much to get them running proper.. then turn a profit once riding season starts.

@RAYTRIX If you bore it out or do a swap its still goes by the original cc. So even if you have it up to 110cc its still registered as 49cc

You don't need a license in PA, but it is a simple $10 fee, and a free motorcycle safety course, I never understood the desire to just not go and get it. I also think the safety course gets you a slight reduction on insurance.

When I got my Permit they didnt even have a test you just said "hey, i want to get a permit." But now you have to take a simple test just like a car. And the saftey corse is pretty fun. Its free, you get to beat on their bikes, and you do get a discount on insurance.

if you ever plan on doing any mods to a ruckus, dont buy it new. Most people end up doing a gy6 swap sooner or later and its just pointless to have bought a brand new ruckus (i learned the hard way)
