Tail lights short to power?

Tail lights short to power?
My tail lights stay on all the time when plugged in, brake+parking lights, unless I pull the plug. I also have unresponsive turn signals. Are these two isolated incidents or possibly working together, anyone have a diagram of how they should be wired? Thanks in advanced!
