t-belt snapped?

t-belt snapped?
I was driving on the freeway. CEL pops on and then car shuts off. I opened my cap and rotor to see if the rotor was attempting to spin when I cranked it over and it was stuck. Does this mean my t-belt snapped? CEL is code 9 cylinder sensor.
Any info would be greatly appreciated.

yes it was done by a shop. They stated on the receipt said that they will not cover parts. Nothing is stated for labor. All the parts were OEM HONDA bought by me so, the parts are definitely credible.
I did have an issue the first time with this shop. The first time they changed the t-belt he installed it incorrectly because the belt was rubbing against the valve cover causing it to shred halfway around.
2nd time they fixed it was running fine, but it had a sound like the belt it was rubbing. The mechanics reasoning was: "The belt is tight and that it will loosen and the sound will disappear after the breakin period".
Am I just screwed?

the stuff in your "crank case" should be fine, but since the h22 is a valve interference engine,
witch means that when your timing belt breaks, the valves make contact with the pistons. This usually results in them bending upon impact. I had the same problem when I bought my h22, 9 bent valves. There is a chance that nothing is bent and you can just put a new belt on. I would recommend changing to the manual tensioner setup. And maybe find a different shop to take your car to, as obviously there doing something wrong....

I brought it back to the shop and my t-belt was shredded. Balancer shaft belt was still intact. They said I have no warranty because I brought my own parts. They also blamed it on the water pump. I guess the screw that holds the tensioner and water pump together were loose. Shop said they had to dremel out the screw that got stuck in the water pump.

I had them open up the valve cover and the timing belt was shredded to bits, but it didnt snap. The belt was still a intact all around.
I brought it to a different shop and they did a full diagnosis on my valves and they said my valves are still good! All I need to do is replace timing belt and water pump.
I am so relieved!
