My JDM H22A won't engage VTEC

My JDM H22A won't engage VTEC
So this is my first post and I'm pretty new to this but uh...
I recently swapped a JDM H22A into my '95 Lude
After taking it out for a drive today I learned that my rev limits to only about 6500rpm and my VTEC just does not want to engage.
Could this be to a faulty KS? Maybe a wrong O2 sensor that is actually from a 5th gen prelude? Bad wiring? Faulty coolant system?
Speaking of wiring, I noticed my light blue wire to the VTEC solenoid wasn't attached so after reconnecting it I tested it out again. Still no VTEC.
The oil pressure seems just fine and all.
However, I believe my KS is susceptible of going bad
Either way, my check engine light is on and was also wondering would a CEL cause VTEC to malfunction? What is this "safe mode" I've heard about and how do I correct that?
Any type of information will be absolutely useful to me. Thanks.
