if your looking at it (i hope i remember correctly) the crank will spin clockwise. you have to get your belt tight and hold the cams in place then tighten the tensioner so that when you let everything go the slack is made up by the tensioner ever though the " tension" on the belt is between the cam sprockets and crank gear which is prolly why your having trouble. hope that did something for you if not sorry and good luck.

Re: HELP@@@ How do u tighten your h23 manuel belt tensioner (TurboSI2nR)
thast it when i let it go it will get real stiff on the exhaust and intake side of the belt, but when i turn the car on i can see the belt moving a lil bit, i want tension all over so no matter what the belt is tight every where, how any times will i need to tension the belt for it to be tight all over? and chiltons also says , rotate the cranshaft counterclockwise, until the camshaft pulley has moved 3 teeth , then tighten the adjuster nut, do u do this more then once for the belt to tighten it all the way around?

Buy a manual $20(chiltons) Use the H23 timing belt tenisoning procedure.
Loosen the adjusting nut 1turn
Tighten the adjusting nut
Turn the engine counterclockwise until the cam sprocket has moved 3 teeth.
Loosen the adjusting nut 1/2 turn, tighten it again.

i am pretty sure this is procedure:
loosen adjusting nut no more than 2/3 turn,
turn crank counterclockwise 3 teeth on the camshaft pulley
tighten adjusting nut
after i did this i looked at the t belt with the car running and thought it was too loose, so i pulled up on the lever with the t belt tension spring and then tightened the adj nut, i dont think that spring is strong enough to make the belt tight enough...imo there is no such thing as too tight, though making it REALLY tight will cause your water pump bearings to wear faster
