Default 99 prelude v-tec engagement???? vtec solenoid

ok so my brother has a 99 prelude with only 114k miles on the oem h22. has an upgraded muffler, intake and headers. the engine is in pretty much prestine condition. never gets ran hard, the occasional vtec engagement here and there no racing. so my question is he took it to a local shop to get the vtec looked at since he felt that the vtec wasnt engaging as hard as it used to. the shop person told him that he had a oil leak? in the vtec solenoid? and should either fix the leak or replace it. he was going to charge my brother $400 for a new solenoid. but i have found a website that sells oem vtec seals for like $20 i was wondering would replacing the gasket/ seal with a new one resolve the problem? to me the engine still runs pretty good its just the vtec doesnt seem to have the punch that it used to have. also what are some good website/stores to purchase vtec solenoid seals/gasktet and also the whole vtec solenoid. thanks a lot for the help.

Might just be a case of the vtec screen in the valve needs taking out and cleaning, then replace and use a new gasket, a part blocked screen can cause vtec not to engage or be intermittent.
