Default 81 Prelude Flooding

I have installed a rebuilt carb on my 81 Prelude and the engine will not start due to flooding really bad. So bad, I wound up with gas in the engine oil. Could I have made a mistake on how I connected vacuum lines. They appear to be connected correctly. Any ideas from anyone?

I don't know too much about the carbs Honda used, more of a domestic carb guy here. It's possible the float in the carb is stuck or needs to be adjusted. You may have better luck finding answers in the classic Hondas part of the site, most guys in this section really only know 92-01. Good luck and post pics.
